BY-LAWS

BY-LAWS (very few)

i.    Members must have spent or promise to spend a minimum of three consecutive nights at anchor in Pendrell Sound in the current, last or next cruising season.
ii.    Members shall, on a best effort basis, attend the Annual General Meeting.
iii.    The Annual General Meeting should take place on the August long weekend in Pendrell Sound.
iv.    The venue of the AGM will be on board either the Commodore’s or Vice Commodore’s vessel (or such other vessel as he/she may commandeer).
v.    An executive committee shall be made up of four officers:  Commodore, Vice Commodore, Rear Commodore Inter-Vessel Relations and Past Commodore.

DUTIES OF THE OFFICERS

Commodore

i.    The Commodore shall preside over all of the Club’s affairs.
ii.    He/she shall be required to spend a minimum of one hour on Club business during his/her term.
iii.    He/she shall be the Chair of the Annual General Meeting and be responsible for selecting a time during the August long weekend to hold the meeting.
iv.    The Commodore shall host the meeting, or in conjunction with the Vice Commodore, commandeer a suitable vessel to host the meeting.
v.    The Commodore shall be responsible to ensure that the AGM takes no more than thirty minutes, preferably during the hours of 4:00 pm to 6:00 pm.
vi.    The Commodore shall act as a Treasurer and be responsible for collecting and accounting for all fees and expenses (for which there will be few)!  An estimate of such accounting shall be provided on no more than one page in hand writing.

Vice Commodore

i.    The Vice Commodore shall assist the Commodore and will preside over all of the Club’s affairs in the absence of the Commodore.
ii.    The Vice Commodore shall spend a minimum of two hours on Club business during his/her term.
iii.    He/she will assist the Commodore in the commandeering of a suitable vessel to host the AGM.
iv.    Most importantly, the Vice Commodore will ensure that a suitable quantity and quality of libations are provided for those members attending the AGM.
v.    He/she will be the officer responsible for soliciting new membership and use any means possible to recruit at least one member during his/her term.

Rear Commodore, Inter-Vessel Relations

i.    The primary duty of the Rear Commodore, Inter-Vessel Relations is to ensure all members are acquainted with one another.
ii.    He/she will do their best to convince members to volunteer their vessel and their liquor rations in an effort to further the interests of PSYC.
iii.    He/she will be responsible to organize no less than two cocktail parties during the August long weekend in Pendrell Sound.  In the event that he/she is not in Pendrell Sound during the August long weekend, he/she will designate an alternate member who will assume his/her duties on that long weekend.

Past Commodore

i.    Responsible for nominations of the next year’s Board.
ii.    Maintain an up to date member roster.
iii.    The keeping of regular communications with the current members of PSYC.

ELECTION OF OFFICERS

i.    In advance of the first PSYC AGM, the founding members shall have their names put in a hat and a reverse draw will take place.  The last four members left in the hat will be the first Executive of PSYC.

a.    fourth to last name out of hat – Past Commodore
b.    third to last name out of hat – Rear Commodore, Inter-Vessel Relations
c.    second to last name out of hat – Vice Commodore
d.    last name out of hat – Commodore

Every year thereafter, the Past Commodore will be responsible for nominating a minimum of four members who shall have their name put in a hat for that year’s election/reverse draw.

MISCONDUCT OF A MEMBER

i.    Any member who infringes on a by-law or regulation or is guilty of conduct unbecoming of a member, is liable to be suspended for a maximum of one year.
ii.    Any member may levy a complaint against another member to one of the four executive officers.
iii.    The complaint shall be made in writing and will be decided upon by any two of the executive officers.
iv.    No disciplinary action will be taken if the executive finds that the infringing member was intoxicated during his/her act of indiscretion.

AMENDMENTS TO BY-LAWS

At the sole discretion of the Executive, the by-laws and rules may be modified one time per year to best suit the Executive of the day.  If the Executive decides to change the by-laws, they will be responsible for modifying the code of conduct and distributing the revised version amongst the current membership.

PSYC membership fees:    $20.00

Annual dues:    At the sole discretion of the Commodore, annual dues may be levied to a maximum of $20.00 per member.  Annual dues, if levied, shall be paid in cash or cheque to the Commodore of the day.

Refusal to pay dues:    Refusal to pay your dues will be punishable by having to host at least one event to be determined by the Rear Commodore, Inter-Vessel Relations.

Notice:    The least amount possible.

Reciprocal yacht clubs:    The Executive will attempt to secure reciprocal privileges but don’t hold your breath!
